STACK Elections 2006 Résumé
Nominee Name: John Norton Mitchell Nominee Post: International Head Judge Nominee STACK Member No: GER026
Competition achievements: I joined STACK in 1994, having previously competed since 1991 in Austria, Belgium, Switzerland and USA. Since this time I have competed in most STACK countries. I competed in either Dual or Multi-line classes at 53 competitions in 9 countries. In 1996 I placed overall first place in Multi-line Individual class at the EuroCup at Le Touquet, France. In that same year I place first at all seven of the Multi-line competitions that I competed at in Europe.
Judging achievements: In 1995 I started randomly judging. As of 1997 I have judged regularly at 51 competitions in 9 countries. I have judged over 120 disciplines. In 2005 all the STACK judges averaged 6 competitors per discipline. Using this average I would have judged about 720 competitors. Alone in 2005 I judge 21 disciplines at 6 competitions in 4 countries completing 222 competitors score sheets. I have judged the last two World Sport Kite Championships in France and USA. For 2006 I was asked to be the Chief Judge at World Sport Kite Championships in France which I have accepted.
SIEC previously: I served on the SIEC for 5 years from 1996 to 2001 as Secretary and Event Coordinator. During the period mid 2001 through mid 2004 I choose not to be on the SIEC. During this time I chose to develop from scratch the present STACK scoring program that is used in almost every STACK country. In 2004 I was elected by a strong majority to the post International Head Judge.
Last Two Years: During my last two years as International Head Judge a lot has happened, which I was the primary driving force. Two additional countries joined STACK. The IRBC has gotten back on track with all members corresponding regularly. Relations with AKA and AJSKA have improved dramatically. The IRBC reworked the Rules, Judges' and Compulsories books which I completely coordinated. Most recently the IRBC released the dual-line team figures for 3-4-5 man teams which I completely coordinated. I have created a judges evaluation program which includes every STACK judge from 2000 to date. Now it is possible to see quickly, how many competitors a specific judge, judged during 2005. Information 2004 and earlier is incomplete. I have re-written the STACK scoring program to correspond with the revised rules and judges' books. In addition the user's interface has been dramatically improved. In addition I created a score sheet program and a compulsory figures program.
We have seen the number of competing STACK members increase 21.23% since 2003. Unfortunately we suffered a 22.92% loss of EuroCup competitors from 2003 to 2004, but we recovered from this to see an increase of 27.03% from EuroCup 2004 to 2005.
Goals: Some of my original goals as International Head judge are still incomplete of which I look forward to working on in my second term as International Head Judge. I have met a considerable number of the STACK judges, however not all of them. I hope to meet them all in the next two years. My desire to meet as many judges as possible judging in countries other then their own is proving to be big task. Primarily it seems to involve the willingness of a judge to travel to other countries to judge. I will work to at least partially overcome this during my next term.
Voting: I wish to encourage all of you to take your time and send in your votes for SIEC members of your personal preference. I think it is fair to let you know that you have the right to vote Yes or No or abstain for any candidate running for an SIEC post.
Personal: I am single and I have a 32 year old daughter who works as a physicist at major semiconductor company in Munich. I was born in the USA and came to Europe in late 1971. I first lived in Spain for 5.5 years and in early 1977 moved to the Munich area of Germany. I work as a System and Network Manager in the Munich area. My native language is of course English. In addition I am very good in German. I can still get along a bit in Spanish.

Why you should vote.
You want to be directly informed about what -little- Siec is doing? You would like a complete calender, a little less older than 8 months? You want to be notified at least 30 days before rule changes, and not minus 1? And you would like to know if the whole Siec has approved them? You don#8217;t want regular breaches of the charter and other regulations by Siec? A qualification system published in advance, and followed through? Honest information about the complete non-involvement of Stack in WSKC? You want even more?
Then vote, for (a) change!
A changed STACK?!
We know what we want!! #8220;Getting our mates together#8221;! Having enjoyable, fair and honest competitions. Introducing the sport to newcomers, to spectators, to city or county governors. Colouring the sky, get applause. Be first, or the best last! And participate in late-night activities, maybe?
So what do we need? Some kind of organisation, so we know where and when to come together. Gathering information is essential, informing all involved is vital. Some organisers, so there will be a field to fly on, something to eat and drink, maybe a bed to sleep in. Letting them know what we need -and what we want- to make sure it is all there. A few good judges, so we only have to fly. They need to be trained. They need to be willing to share their knowledge, they need to be accountable. So they need to be respected, and probably kept happy! A set of easy rules we all agree on, so we don#8217;t have to discuss things on the field, we are there to fly! Which means we not simply have to accept whatever is put on our plate, but have to discuss them before, by more than just a few. Lots of time to practice, lots of creativity to design the best routine, and maybe the best kite. A few sponsors to make it all possible, so the sport should be promoted as a sport worth investing in (which also means pilots should keep organisers happy!).
What is already there? A name and a logo. A web site (but not maintained or kept well informed by SIEC.) #8223;STACK#8221; as just the name of a competition format. Rules, but not by Stack, not by pilots. A charter with big #8223;holes#8221;, with just one member representing pilots, not five, and no longer elected ND#8217;s
So what could I do?
For pilots: as a -very- trained observer, like any other good judge, assist them in getting better in their sport. Helping novices. Stimulate organisers and get them informed. Get new competition formats developed. Develop and improve relations with other pilots in other kiting organisations, even to combine events.
Within Stack/ Siec: Whatever is necessary, I don#8217;t mind the work! Five people spending half an hour a day could do more than enough, actually one could do the work. But more are needed to generate ideas, #8223;represent#8221; different viewpoints, to keep close contact with members. A mailing list with ALL members on it would be essential, and a SNACK, on paper directly to every member at least once a year too; support for the web site and getting all information on it, certainly -the correct version of- all official documents. Communication is the key word to make STACK a real international organisation again. Writing a charter that would #8223;fit#8221; such an international organisation (done together with people outside Siec too, of course). Maintaining and expanding my contacts with flyers and organisers in countries outside Europe. Improve relations with organisers, to make sure they provide the right circumstances to compete, to provide them with the information needed to organise their festivals, to assure the cooperation of pilots, to make it possible -as a well respected sport organisation- to have official championships, in stead of commercially motivated invitationals. That would need the development of a good ranking system (which probably means develop a score database, which might be used as a scoring program base too)
As IHJ: Since I travel a lot as a judge I could inform and discuss about clear rules without surprises, needed especially if you compete in more than one country. Getting around as judge and siec-member can be very usefull to communicate #8220;stack-stuff#8221; too. Getting flyers to take on their part of the agreement that rules should be, a stack-committee consisting of flyers and judges, on rules to #8220;feed#8221; the Stack IRBC-members seems a good idea. Training judges. Organising international judging seminars . Develop a judges evaluation system, not simply based on numbers. Stimulate international exchange of flyers and judges. And of course keep on working together with organisers, ND#8217;s and judges.
Why do I think I could do it? 50 years ago I started kiteflying, ( from small Eddy#8217;s to big Cody#8217;s, from Flexifoils to flowforms, from Peter Powels to Destiny#8217;s, even Revolutions); 25 years ago judging, single line kites (and then went on with wind gardens, fighter kites, Rokkaku battles, etc. ) and 22 years ago with assisting at kite festivals. And in almost 15 years I judged more kite acrobatics, on any level, in more countries than any other -still- active judge (and filled little less than 3000 scoresheets..) I was Stack member-at-large, president, IHJ (and un-officially membership officer, snack editor etc) I have done a lot of paperwork (a.o. score program and -sheets, amendments to rules, a Stack website, I issued a Snack, assembled and issued the Stack compulsories books, in use for more than 8 years, maintain(ed) a website, of which the 3d animations are still very usefull.. ) and tried to accumulate and pass on that knowledge about flying, judging and organising. To do so I wrote dozens of articles for Stack News, SNACK, Drachen Magazine, KiteLife, Vlieger and others. I have been at judging seminars in France, Germany and Holland, to stimulate judges to improve judging. And although my comments are largely ignored, I know the in#8217;s, out#8217;s and #8223;loopholes#8221; of every rulebook and charter used (and many of the solutions too). I wrote an organisers#8217; handbook and flyers#8217; handbook and an again revised judges#8217; handbook will follow soon. (all available on my website). So I think I have the experience and knowledge, and know how to #8220;spread#8221; it, to help pilots and promote and organise #8223;the sport#8221;.
